Simplifying climate change legislation
The United States Senate is about to debate legislation to reduce carbon-dioxide emissions and combat climate change. Yet the proposed legislation, while setting clear targets for emission reductions, offers a convoluted grab bag of trillion-dollar subsidies spread out over the next 42 years to interest groups and technologies with powerful lobbyists. Output-based allocations offer a more direct and effective approach.
